Our goal was to develop a tool that provides emergency management personnel and individuals with an up-to-date flood risk-alert for an area of interest.
We used the IBM Watson Visual Recognition engine to identify whether photographs/images indicate a flood risk situation, and the resulting flood risk image score will be augmented by data returned from the weather.com API.
This helps emergency services through early traffic diversions, road closures and being able to divert emergency personals to affected areas. It can also provide the public early warnings on whether to travel or stay indoors. In the future we could help people predict floods, hurricanes, snowstorms, tornadoes, and other natural disasters, all in areas over the world.
